SAP_WAPI_START_WORKFLOW and Temp error not working for Standard Task

I think I have my BOR method setup correctly for a Temporary Error. I raises it, I see it in the wf log, but the SWWERRE does not pick it up when run. I also noticed swwwihead-maxretry is SPACE.

How do I call a standard task and set the temp retry to more than 0?
