When having setting STMS or running report TMS_UPDATE_PWD_OF_TMSADM you can have problems with user TMSADM in client 000 of the domain controller. Before changing TMSADM password, it is recommended to check document Changing the TMSADM password to make sure all the required notes are applied.
SAP Note 1568362 has attached a report to check the TMSADM user. This report identifies any issues with TMSADM before executing report TMS_UPDATE_PWD_OF_TMSADM or configuring STMS.

If one of the checks return a red light, you will have problems during the execution of the TMSADM report or the STMS configuration.
