The process of registering property is fundamental – the foundation of it is the effective administration of land to gain a formal title. Why is that important for Doing Business? “Whereproperty is informal or poorly administered, it has little chance of being accepted as collateral for loan – limiting access to finance.” (www.doingbusiness.org/data/)

Target is to make it easier for entrepreneurs to handle this process. Doing Business recommends the implementation of computerized land registries, setting time limits for procedures, and setting low fixed fees. The recommendations are a combination of performance management and an application providing land registry services including price/fee setting for services and service steps. For the last point you can use a controlling system, preferably integrated into the land registry system. This would allow you to base your pricing on the real cost of activity. In the SAP world, both systems work hand in hand – so that real-time info is always available on all objects. The focus is on the land administration itself. SAP has a proven track record in supporting such a mission-critical system. It consists of technically integrated standard tools – for real estate management, land use management, and case management – that can be enhanced by the geographical information that is so crucial for land use management.

Going to the measurement of this criterion, the connection with land use management becomes obvious again.

So if you assume that information technology plays a role in improving these indicators, then you can assume that SAP software helps to
achieve a better ranking by using the above listed standard components.

The components are already in operation – for example, by a larger South African city and by the German Federal Real Estate Agency. When the agency started business in 2005 it had to transfer property of about 300,000 hectare of general land area,of which 160,000hectare were land and forest area. Other clients worldwide are nowimplementing SAP software for similar procedures.
