Social security in Indonesia – SAP Institute for Digital Government contributes at Bali seminar

An international social security seminar “ Providing Adequate Benefits for All and Adapting to Future Megatrends “ took place in Bali, Indonesia, from 19 to 20 August 2015. The SAP Institute for Digital Government was pleased to be invited to contribute to the important issue of social security reform in the world’s fourth most populous nation (248m).

The event was opened by M. Hanif Dhakiri. Minister of Manpower Republic of Indonesia, reflecting the importance the government places on the extension of pension and health insurance coverage to all workers and their families in both the formal and informal sectors.  At the same time there is concern for workers injured at work with a focus on learning from the experience of countries such as Malaysia, Australia, Korea and Austria on managing return to work programs. Elvyn G. Masassya CEO of BPJS Ketenagakerjaan, Indonesia, highlighted Indonesia’s Constitution of 1945, Article 34 act 2 which states: “The state provides social security system for all citizens and empowers the people who are weak and incapable in accordance with human dignity”. Mr.Bambang Widianto ,Executive Secretary of The National Team for the Acceleration of Poverty Reduction (TNP2K) – Indonesia highlighted the national focus on poverty reduction that is occurring in parallel to the expansion of the formal social protection schemes.  TNP2K is led by the Vice President and reports to the President. Its main role is to improve the implementation of targeted poverty alleviation programmes by introducing better targeting systems, promote coordination & integration of poverty alleviation programmes and effective monitoring and evaluation.

The seminar focused on four topic areas:

• Megatrends and their Impact on social security

• Pension and welfare Reforms

• Investment of contributions

• Best practice of return to work programs from around the world.

An eminent panel of international experts was invited to Bali  to present on these topics including:

The SAP Institute for Digital Government’s presentation was on the topic “New Concerted Systems in Modern Social Protection”.  This presentation examined the  modern social protection system design paradigm which includes

• Socially and economically participating – Impact: work for those who can remains at the centre of the social model, while those who can’t work are encouraged to socially engage

• Consuming services anywhere anytime – Empower: the smartphone and other internet enabled devices enable new business models where people are empowered

• Enjoying the benefits of being naturally connected – Context: the ready access to digital information enables services to be delivered without intervention or human process steps

• Informed of their rights and entitlements – Choice: people use networks including peers and people in similar situations to access and consume information

The intent of the seminar was summed up by Dato Dr. M. Azman CEO of SOSCO Malaysia who said “We need to understand that Social Insurance is no longer about compensation alone but an integrated solution of financial aid, rehabilitation, and social integration which is coordinated efficiently for the benefit of the insured person”
