Brief answer. I brought this up with SAP early last year and they were going to make it configurable. If it still isn't then the way I fixed this was to modify the par file that contains the copyright text. Note - Make sure you rename the Zpar file appropriately and modify the page layout to use your custom par file if you do this. You'll obviously need to document this for repeatability when you apply support packs but hopefully the config option will be there imminently.
Ps. I can't remember which par file it was but should be pretty obvious. Let us know if you can't find it.
You can modify the Copyright text from umelogonbase.jar as texts are is stored umelogonbase.jar file in PAR file con.sap.runtime.logon.par, you can download from system administration >> suport > portal runtime > browse deployment

What you've mentioned is the Copyright note on the portal logon page which normally is something like - © 2008 SAP AG. All rights reserved. And yes this can be changed from umelogonbase.jar which contains the logonLabels_en.properties file.
However, I'm enquiring about the Splash Screen as part of the Ajax FWK Page which has a slightly different copyright notice - Copyright 2007 SAP AG. All Rights Reserved. Is this also updated via the same jar file - I wasnt able to find this string in any of the properties file.
Did you find any solution to this other than what suggested by MATT.
We also have a same requirement.
We tried modiying the property Copyright Text Display to value None but for some strange reason its not saving. Its still saving the default block.
