What status are you able to see in the production order header?Is it CRTD or else REL?
if you are able to see REL means then you can confirm the order is released.
check and revert back.

It might look silly, but are you saving the order after releasing

looks to me , the CO02 program is not working correctly in update program. May be JEST is not getting updated correctly because there are pre mature COmmite happning in the CO02/. Please check if You have used COmmite statement in any of the USER exits of CO02.
Check with the help of your ABAPER.
