My client needs to maintain quota for salespersons based on R/3 product hierarchy level. (1000 kg of Product Hierarchy Level 01234 per month, 2000 KG of Product Hierarchy Level 56789 per month, vs.). R3PRODHIER is the category assigned to Sales application.
So in Quota Planning, sub-assignment block Product Category Units, I want to maintain quotas. I press Add button, mark the Hierarchy level I'd like to plan quota to, and press Choose button, but "Unit of Measure" field does not fill up. Surprisingly, in the dropdown list, there is not an option which I can select (i.e. 'KG'). The list is empty, even after I fill Q1, Q2, Q3 and Q4 values. So, I am not able to use the quota planning functionality.
Any ideas why this is happening and how to fix it?

OK here's another example. We have an IDES system (CRM 7.0). When I try to generate quota for a particular product hierarchy level in that system, unit of measure is automatically found as 'PC' and cannot be changed. When I try to generate quota for another product hierarchy level, unit of measure is automatically found as 'CSE', and can be changed to only 'PAL' as well. Now my question is, from where does this information come from? Why is product hierarchy 00100's default unit of measure is 'PC' and why can't it be changed? Why is product hierarchy 00200's default unit of measure is 'CSE' and why can it be changed to 'PAL' only? How does the system populate those values? How can I interrupt this setting?
Just to mention, my system is CRM 7.0 EhP1, not CRM 7.0 like this IDES...
After one week of search, solved this by myself in just one second: The unit of measure field here looks for values from material master records for materials which have the particular product hierarchy maintained in it. So, only if your product does have a product category of type R3PRODHIER (or the one which's been assigned to application Sales), system looks for the possible unit of measure values. The unit of measure values which will be appearing here are derived from the materials' base unit of measure and sales unit of measure. Those materials are the ones which either have the product category you're maintaining quota to or have a product category in the lower level node of that product category.

I am having exactly the same issue as you had. I also assumed the problem lay in ECC with unit of measure having to be defined at that same level.
I have asked our SD team about this and they are not maintaining units of measure at higher levels of the hierarchy, only on the product itself.
Our units of measure will be EA, TO, KG
So how do I get around this? I don't completely understand what you have explained in your solution.
Downloading the materials to CRM will be enough in your case.
The system looks the unit of measure for the materials which have that particular product hierarchy assigned to them. If a material has product hierarchy 00001 and probable unit of measures as PC and KG, and you download this material from ECC to CRM, you can maintain quotas for this particular product hierarchy level (00001) for unit of measure PC or KG.
