You can only move a blog to a space that you are following. So first follow the space, then you should be able to move the blog to it.
the Move command is located in the actions box on the right side of the page.

Ya I am following the space. My issue is in the action box move option is not appearing.
You are also following this space and are the owner of the blog: this is a bug because you be able to move your blogs.
Please add this to SCN Bug Reporting and include the screenshot + blog URL. (Make sure this isn't already reported please: if yes, add your example to the case.)

This is by design. You can move a blog from your personal blog space, but you can't move a blog from any other space - you have to ask a moderator to do that for you. A moderator for the space you are moving from...

Yes I found that out with IT a week or two ago. We've asked this to be changed in a future release, we want content owners to be able to move their content to various spaces, with no limitation.
