If your dashboards is having very few components we can do this by using dynamic visibility feature.
Create same chart with the big size and aply dynamic visibility to it by peoviding one zoom icon.

If your user required exactly zoom functionality dynamic visibilty will not satisfy the user requirement better download cusom charts or else develop same components in flex.
