It happens to me very often and I saw it in forum replies too. Given links to help.sap.com pages do not work for one user, while another can click the same link and it opens without any problem.
I even copied the link into a new browser window and it opened, while clicking the link itself just brought the standard 404 error.
You could try to open the link in private mode of the browser.
The following offline (or file) versions of the keyword documentations are definitely stored unter help.sap.com:

These versions of the ABAP Keyword documentation are simply bunches of html-files. Did you know that you can download these files yourself from the SAP GUI Version of the ABAP Keyword Documentation in your system? Simply open the documentation (TA ABAPHELP, Enter) and
to download the Offline Version.
Maybe it's something in the files (insecure JS?) that hinders the Web access from time to time? Any hint would be appreciated and I would adjust the html-generation accordingly in an upcoming release.
PS: Maybe it's also an option to make the offline version directly available in SCN ...
