It would not include the BI Content. Without this you are getting only the frontend. You would need to install the ABAP stack of SAP BW 7.01 (with BI Content). Then you could connect the Java stack to this ABAP for the required functionality.

Yes you are right. There isn't a separate installation guide for SAP BW. Install a normal SAP Netweaver 7.01 system. And then install BI Content as available in the SMP. Afterwards perform basic settings as mentioned in the document below:
The BI Java system you installed contains Enterprise Portal and BI Modelling components primarily. This Java needs to be connected to the BI ABAP backend.
