How do I actually change web content on BOE 4.0?

I am trying to change JSPs, javascript, html, etc on BOE 4.0, specifically in the BOE web app for tomcat. However, it seem no matter what I change, it never gets picked up! It's very strange! Any other Tomcat environment I use, the instant I change something it is available.

What am I doing wrong or missing here?

I am talking about this Tomcat instance;

"C:\Program Files (x86)\SAP BusinessObjects\Tomcat6"

  Specifically - look at the comment by Scott G posted on Feb 9, 2012 6:13 PM in the above thread - it explains how to make changes that will actually take effect.
  
  Just be aware that if you do make any changes - any issues you run into will not be supported unless they can be duped in an unmodified environment.
