This is not possible to define approval procedure for Pick and Pack But you can define Approval for Delivery which will work as good as Pick and Pack before Delivery.
But if you still need Approval on Pick and Pack level then you may try customized level approval using SDK.........

Currently, in SAP B1 8.8 releases, the approval for pick and pack is not yet available but probably it is going to be available in 9.0.
It would be better to use sales order approval before create pick and pack manager for delivery.
So, the flow is as follows:
1. User create sales order and goes to approval request
2. Sales manager approves
3. Warehouse user check the approval sales order and created the pick and pack manager for delivery order
So, the warehouse manager doesn't necessary to sit in the chair and check the approval request from warehouse staff.
