Three possible cause of this issue.
1. Check whether MAX DB instance is running at services.
2. Check the host file entry.
3. Check the licence
Further , send the Developer trace if issue still there.

Max DB instance in running and even instance 1 is running...only Instance0 status is yellow..
how to chek licence?

check log for detail info
if you have license issue, the light will be red.
