where canwe see who made the chnges to excise invoice and what is the old value.

As per my view we can not seen old value.
You can get that changes by Table.
GOPAN
You will not be able to see the old value. But you may check who made the latest changes in an EI through table J_1iexchdr > check field AENAM, AEDAT.
