I am facing this problem form last one month previously i used one note to schedule RDDIMPDP and that time it was it was working but i am facinf this problem again
This issue is known and described under OSS Note 449270 - Job RDDIMPDP is not triggered by sapevt.
I found the following entry in log file SLOG0839.NSP:
ERROR: The following call returned with exit code 7:
ERROR: sapevt.exe SAP_TRIGGER_RDDIMPDP -t name=NSP
ERROR: Background jobs cannot be started.
ERROR: Please check trace file dev_evt.
dev_evt file has the following:
Wed Sep 24 11:54:28 2008
Trace File of External Event Raiser (Level=0, Append=1)
EventID: SAP_TRIGGER_RDDIMPDP
ERROR ***: Cannot determine mshost
Please help in this regard
I had similar problem in 2 of my systems. The root cause was
1) sapmnt folder was full in first system.
2) one of the tablespace was full second system.
After clearing the filesystem / extending tablespace, you can goto import monitor and delete the entries which are stuck. Again start transport import and it should solve the issue.

Just posting as i had similar issue while trasporting RDDIMPDP job not getting started eventhough i have scheduled RDD* jobs by DDIC.
i have followed note 449270 and as per the note
i have added only following paramter in transport profile for all systems.
(system_pf=/usr/sap/trans/bin/DEFAULT.pfl)
And then my imports are working file without problem...

Check if the service sapms<SID> is defined in the etc/services file.
It could be a reason for your problem.
