Actually I was looking for librfc32.dll version 7100.x.xxxxxx, but unable to find it as I got 7000.x.xxxxx version with SAP GUI.
For example , if have access , you can download it in part of
SCM 5.0 Optimizer
Support Packages and Patches" -> SAP Application Components" -> SAP SCM" -> SAP SCM 5.0" ->
Entry by Component" -> SCM Optimizer
in car archive like OPT50A13_12-20001236.SAR or 14.
P.S. the gui version are? On my 710 pl 11 the version in Windows folder are 7100 -->
