Hi Laura,
You can use transaction SGEN to generate the ABAP loads of a number of programs, function groups, classes, and so on, as well as Business Server Page applications (BSP applications).

No but I dont want compile programs. After you install sap every time you enter ina transaction or do something sap start to compile everything. I remember there is a report that you must run to stop this

The report that you are talking about does not STOP doing that. That is SGEN (As Suresh has already specified), which in background compiles all the programs, so that they are not compiled every time.

Wow... don't think such a report could exist in ABAP. ABAP is actually a macro language. It NEEDS to compile into a lower level language that can be executed on a box.
I think you are confused about the compilation concept.
