No, you will have to deploy the runtimes using the MSI, merge modules, etc.
As mentioned by Jason, you can use the Server Install (the .msi files) or the Merge Modules method by integrating the CR runtimes with your project.

You can use Xcopy to deploy just your runtime files, you can not use it to deploy CR runtime. Using Xcopy to deploy your app though is your decision, if you have any issues call Microsoft.
