We would like to implement electronic invoices using the UBL standard. I wonder how this can be implemented in SAP PI. Do I need for example some adapter from Seeburger or another 3rd party?
I noticed Seeburger has a ebXML adapter but I don't know if this is the adapter to be used for UBL.

You are spot on !!! The seeburger adapter for ebxml is the right choice for UBL. No issues go ahead . For further info i suggest visiting the seeburger site.
Additionally i would like to add UBL is not actually an u201CebXMLu201D deliverable u2013 yet! UBL does not mandate a particular messaging framework but is built to support ebXML.

Two things are important for usage of UBL.
1. The complex structure to be mapped. This could be handled by xsl mapping.
2. The message envelop. If you like to generate your own mapping envelop, then you may use http adapter for this communication.
An option could be use of Seeburger BIC for mapping. The adapter provided by Seeburger is for ebXML which is a specific format based on UBL. Confirm first whether your required format would be supported or not.
