As far as I know you need one of these two:
1. BusinessObjects Enterprise installation
2. SAP BI Accelerator
The reason is that you need a datasource for the Explorer.
In the first case that would be the universes and in the second case bw querys i think. I'm not sure about that cause I only test the Explorer with a BusinessObjects installation.
A bit strange is the fact that when using the universes as data source the requests that should be found must be defined in advance. That means that the Explorer doesn't search the Universes that excists on the BO Repository.
