as there is no Public API for SAP NW BPM as part of Enhancement Package 1 for SAP NetWeaver CE 7.1 (CE7.11), there is no other way to use it than using it along with SAP NW Portal.

thanks for your reply. Does this mean that there's defnitely no other way and one MUST use SAP NW Portal in order to run a SAP BPM application (at least with the current release)?

Yes, this is what it means.
However, it must not necessarily need to be the portal of your CE7.11 instance. If there already is a portal instance in your system landscape (e.g. a NW7.0 portal), this can also be used via portal federation.
