We hv IS Retail implemented with ECC 6 Version.In our implementation, T.Code MMSC which lists multiple Storage Locations for a site is not activated.
We have now rolled out a new Company.For its business operations this new Company now requires operations from multiple
S.Locations.Hence, activation of the T.Code MMSC is now required.
I want guidance on how to go about activating T.Code MMSC.

Pl. check with your Basis consultant whether T-code MMSC is locked in SM01 or not.
If it is locked, get it unlocked

in IS-Retail using MMSC will lead to a error message like "You must use retail functions to process the article XXX"
which message No. is "MH 091"
it seems that IS-Retail block transaction MMSC
also, transaction MMSC_MASS is blocked from IS-Retail
so...is there any way make IS-Retail use MMSC or any other functions like it?

what do you mean by "needs to be activated" ?
MMSC is there for years and does not need to be activated. There is no activation for transaction codes.
If the transaction code is not blocked in general then it might be restricted via authorizations, e.g. not entered in the role (transaction PFCG) of the users.
What happens if the user executes MMSC?
does he get a message that he has no authority. or any other message?
