I am trying to add the variant of MEMASSPO to a transport to have it moved from dev to test and ultimately production.
Does anyone know if this can be done?

One more easiest Way.
for the table MASSVARIANT - we have Table maintainance.
just create the variant in your DEV, In your production you can maintain the same by copy from DEV.

I agree with gautham , The variant details of MASS MAINTAINANCE are stored in the table MASSVARIANT.
Please try to transport MASSVARIANT table entries.
you can use these variants by giving the object name ( for PO its BUS2012 ) and variant name in TCODE MASS.

Normally that's how it is done.
I've done that for many variants.
But.. when I put in the t-code MEMASSPO program name and variant, it does not show the variant.
Actually it says no variant avaible.
When I go back to the MEMASSPO screen, the variant is there...

This is not a report variant. check the TCODE SHD0 which is used to create a Screen or Transaction variant. Please have a look at the following Links.

You can use RSTRANSP program or folow the below path in SE38.
In SE38 -> select variants radio button -> click display -> Give your variant name -> UTILITIES->Transport request.
