My client is asking for availability control for revenue budget also.
I have created one order type in order to accept revenue postings ( ticked for commitment update also) and assigned budger profile.
The revenue postings are happening to that internal order, but not giving any error messager once, revenue budget is crossed.
The main reason being , the revenue elements are excluded from assigned values for internal order.
Entries in this color make no contribution to the assigned value
W: Value type not relevant (<> Actual/staistical actual/commitment)
S: Settlement to object with no budget control
R: Revenue cost element
C: Cost element is exempt cost element

It does not make sense to have this for Revenue Items....
As you said, the revenue items are excluded from budgetary control... You need to include them specifically
Also, try to maintain budget as a -ve value.... Revenue postings bear a -ve sign where as you have maintained budget in +ve value
