Can not perform Confirmation for TO

Hi,

I received error when I tried to confirm the TO, the error is "Due to system error, foreground processing required".

Please tell me what is the cause of this? I don't need solution but I want the reason why this is happening as it happens frequently lately.

In WM, activities -> mvt types , remove propose TO confirmation.
