So i has downloaded 90000110.CAR and 90000110.SAR and even un carred in /usr/sap/trans/EPS/in
But tool will not find

note says to put the file on the download directory. In your case, is /usr/sap/trans/EPS/in the correct download directory?
But what I believe will fix your issue is the following excerpt from note #1302772:
No Automatic Update of SAPCryptolib
Due to problems with the format of the SAP Cryptographic Library
(SAPCryptolib) files from SAP Service Marketplace, the SAP Enhancement
Package Installer is currently not able to update the SAP Cryptographic
Library (SAPCryptolib). However, the SAP Enhancement Package Installer
can take over the existing SAPCryptolib. To do so, *you have to copy the
file sapcrypto.lst to the directory /usr/sap/ <SID>/SYS/exe/run*. The
file sapcrypto.lst is included in the SAPCryptolib archive that you can
download from SAP Service Marketplace
Lastly, please be very sure that the parameters ssf/name, ssf/ssfapilib_ and sec/libsapsecu are correctly set as per
the notes #800240 and #397175. If they are commented, please "comment out" them and restart system so that the change in the profile parameters will be activated.

Thank you very much Ken, this saved my upgrade
To make easier for people who search, my problem was when upgrading NW 7.01 to NW 7.31 using SUM. SUM stopped at the phase SAPCRYPTOLIB_CHKSYS complaining that sapcrypto archive SAPCRYPTOLIB_*.SAR is not in the download directory. Placing it in the download directory did not work without implementing your solution. Thanks!

Had the same problems, when upgrading to EhP4 ERP 6.0
Copying the file sapcryptolib.lst from the downloaded .SAR file to /usr/sap/<SID>/SYS/exe/run/ fixed the problem!
