Item is not getting copied from BOM to production order

Hi

I am facing the following issue

While creating the production order for a material variant , the item appearing in its Configurable code BOM is not appearing in the production order .

Due to this , one short shipment in our product has happened

But now , when I am creating the prod order for the same material variant , the same item is appearing

How this can happen

I have found that

1. There is no change history of manual deletion happened for that item in prod order

2. There is no updation of the said item in BOM i.e. the item was avl in BOM at the time of first prod order creation

3. Item was marked production relevant in BOM

Can somebody suggest me on this

How about the characteristics controlling the material. Was that released before the second prod order ?
