Do anyone know where can we download the Dashboard Design software?
I have found one file in SAP portal that says Dashboard Design but it is Xcelsius 2008....

Just create a new Support ticket and raise under the software download component "XX-SER-SAPSMP-SWC".
The engineer in that team will be able to help you track down any SAP applications your account have access to.

Plz, try to find it in the Ramp-Up Releases and Beta Software section. You will see it! (of course if You have appropriate access rights)
We have acces to all the porfolio minus Dashboard Design.

Also, we have checked inside each folder and we couldn't find the Dashboard Design (Xcelisus).

You will ask your SAP contact to give you access to Dashboards. I, for example, have access to everything Except for Data Services, so that simply doesn't show in the list for me. But you are certainly looking in the right place.
