purging SVN repository

I want to purge my SVN repository (to remove code history). According to the Import/Export tab of my Code Exchange project:

If you want to import a new repository, you must first clear this repository by removing and adding the Source/SVN tool. Go to the Admin/tools page for this project to remove and add the Source/SVN tool.

Except on the Admin/tools page, I see no way to remove the SVN tool.

Any other ideas?

I don't think that we have the right to do this action. Also in my projects there is not the option.
