Issue with AET

Hi,

I am having two business roles with me. For on role i am able to create new fields using AET and for the other role the Create New Field and Show Enhacement buttons in the configuration tool is disabled.

Can anyone suggest what may be missing in the second role?

All the auth objects seems to be same.
