I donot have access to SAP. Is there any other way(website etc) to read Oss Notes for free?

Sorry to say, the answer is NO. May be you can ask some of your friends S-User id

You need to access the web site https://websmp209.sap-ag.de/support to read OSS notes. As mentioned by Lakshmipathi, you need to have S-user ID to access this page. Obtain this id from your system administrator. You can also refer the link
