Can u explain briefly about this sentence " It is comparable to deleting an InitDelta in the BW System and should preferably be executed there. Not only do you delete all data of this DataSource for the affected BW System, but you also lose all the information concerning the delta initialization. Then you can only request new deltas after another delta initialization"

When you run Init IP in BI system, after successful completion of init load you will get delta queue for the same data source in RSA7.
when we want to delete init for any data source we will follow the below process.
1)open the delta IP in RSA1
2)in menu bar, click on scheduler --> select "initialization for source system".
3)Now we will have init request in this screen.
4)select the request and click on delete.
5) this is where exactly we get the message which you mentioned.
this means, if you delete init request here it will delete the delta queue in RSA7. System is telling us to check if we have any entries for the same data source in RSA7. If we delete this we will miss the records if any there in RSA7.
The best procedure to delete the init is,
1) first check if you have any LUWs in RSA7 for the same data source.
2) If you have any run the delta IP to clear those LUW's
3)Now delete the init request.

I have deleted the bw delta queue , then if i want to recreate it once again. now should i run the initialization with delta transfer infopackage first and then initialization with out datatransfer then the delta queue will be created .
plz i am confusing here . plz explain when the delta queue will be recreated .

As already you have deleted delta queue, you have to run the delta ip to create delta queue.
If you want historical data then fill the setup tables and run delta ip as
"Init with data transfer".
If you don't want historical data no need to fill setup tables.
Run delta ip with "init with out data transfer".
You will get delta queue in RSA7.
Note: run init ip only once either init with data trasfer or init without data transfer based on your requirement.

The two type of LOADS,Delta (Including Init Delta)and Full Load,Delta will come from RSA7 and full will come from the SET Up table and they are not related to each other in any way.
For the First Question on deletion Scenerio you asked,Some of the scenerios i can recollect is
1)whenever we want to ReSet the delta in DEV then we delete the data in RSA7 and then RESET IT.However in Production it is never touched/Deleted.
2)whenever we do the transports of LO datasources from DEV-QA-PRD we have to either extract the data from RSA7 ->PSA or delete the data from RSA7 .ie whenver the strucutre of the DS changes so usually we delete the data from RSA7 in QA and extract the data from RSA-> PSA in PRD.
3)If any data that is being tested and is not required in BI ,then also we delete it from RSA7.

The qRFC monitor basically displays the same data as RSA7. The internal queue name must be used for selection on the initial screen of the qRFC monitor. This is made up of the prefix 'BW, the client and the short name of the DataSource. For DataSources whose name is shorter than 20 characters, the short name corresponds to the name of the DataSource. For DataSources whose name is longer than 19 characters (for delta-capable DataSources only possible as of PlugIn 2001.1) the short name is assigned in Table ROOSSHORTN.
In the qRFC monitor you cannot distinguish between repeatable and new LUWs. Moreover, the data of a LUW is displayed in an unstructured manner there

You should not delete entry from rsa7 its not a good practice rather do it from infopackage and check its result at rsa7.
In rsa7 data comes after exctuion of V3 job....v3 job send data from inbound/outbond quesue to RSa7 using qrfc communication interface....hope this anwers ur question
