it seems to be R/3 and BSI is not integrated through RFC connection.
check with your basis consultant to avoid this error.

This issue is common amongst customers upgrading their BSI 9.0 issue,
and development have created an FAQ note which will help you.
Please review the SAP note 1484771- FAQ: TaxFactory 9.0 Inst./Upgrade
Specifically, please refer to point 6 in the note:
6. We connected SAP Payroll and TaxFactory 9.0 successfully, but when
we run program RPUBTCU0, we encounter a System failure error. How
can we resolve it?
