SAP Plants

Looking for guidelines on SAP Plant setup.  Here is an example that will help explain my question.

A company in country A has four physical warehouses; one WM (warehouse management) enabled, rest not WM enabled.  Can we have one SAP Plant at the country level and have all warehouses as storage locations (SLOCs)?

Also what are the hard rules that require that a physical location be represented as SAP plant instead of SLOCs.  The physical location can be a warehouse, trans-ship location, etc. with goods movement taking place.

Appreciate your help.

Since you mentioned Country A - if all Ware houses are located in same country or different countries.

As you know valuation can be set at Plant level or company code level, this will be a major rule to be considered in deciding on whether a plant or a storage location. Secondly, control - like control over oprations if defined as Storage locations like sales, purchases etc.
