As far as I know activity 77 of authorization objet
F_BKPF_BUK includes both posting and changing authorization
and there is no way in the standard to distinguish.

To segregate the authority to park and to post, i suggest that you
either
- use the exit provided by SAP note 361420 (BTE 1140) to deactivate the posting/
parking button depending on users.
OR
- set up a validation to prevent a users from posting/parking
OR
- Use workflow to release the park documents.

User(Manager) have to post the parked document(by cleark). But they should not able to change the Cleark's parked document.
Thats the problem. FBV0 is allowing Manager to change someones parked document.
