i think it is not possible to create maintenane plan without work center. also i think you can avoid the task list
how are you going to map the cost , you said they don't want material and service done

You shall Create a Dummy Work Center and Dummy Task list but i am not sure how you can capture the cost with out the following
- Cost of Manpower
- Cost of Component
Please explain why you need in such a way?
You can create a single-cycle plan without a task list.
But you must enter a main work centre in the maintenance item.
