Trying to install Netweaver server and keep getting the following error.
You have to specify a valid location for the requested package SAP:NETWEAVER:702:EXPORT(1/3):*:*
Specifiy the location which contains the right LABEL.ASC .
The package does not exist in any ".ASC" file

did you download both of the .rar files? One of them contains the main installer, the other on contains the export.

look here on SCN for the error that the installer gives. Quite a few issues are tackled here. I myself had an issue ("database instance already active" I think), which was solved by changing a windows registry entry.
