We are testing our upgraded SAP NetWeaver 7.3 (7.0 -> 7.3) sandbox environment and we are encountering a problem when browsing data sources in RSA1. All our inactive 3.x data sources have all our 7.x transformations (active and inactive) listed in the ‘Data Flow Upwards’ view. This does not seem right to me. The active 3.x data sources only display the relevant objects in the object tree. Is this a feature in 7.3 or is it an error that we can fix somehow?

To clarify the problem: The 'Data Flow Upwards' arrow (which indicates that it is an expandable object-tree) is present on all objects (data sources), not just the active ones wich is the case in our 7.0 systems. And if you expand the non-existent object-tree on an inactive object, all transformations in the system are listed. There should not be a 'Data Flow Upwards' arrow on the inactive (Business Content data sources that we have never activated) objects.

Please use the report RSDG_TRFN_ACTIVATE to reactivate the inactive transformations in your system.
Take a look at thee SAP notes which you may be missing from the system:

Whenever we upgrade BW , it mean upgradtion of Infosource & transfarmation becomes inactive . We have active all the infosource & transformation.
or If we upgrade ECC (R/3 ) , mean upgration of data sources & Transformation becomes inactive . We have to replicate all data sources & activates .

This could be because, while migrating 3.x data sources to 7, some of them wouldn't have been activated properly due to some errors like syntax errors in routine or something simiar to that.
Try activating a transformation which is in inactive status.
