It appears that the state of the user is out of synch. IdM thinks the user exists but it does not. Create the user in the backend, then the delete user will succeed which will get the systems back in synch.

Thanks so much for quick response. I have created the user in the backend but the emails continue moreover, all my assigmed privileges to all users are in pending state. I restarted the dispatcher but nothing has changed. Anything else I could?

Problem solved. Got a clue from your "system out of sync status" statement and reran the initial load job bcos I haven't yet ran the reset job. That appeared to resolve the issue.
