I am creating PR --> PO for raw materials. Thus I am using the OR release group(overall release) for PRs. For all other directly expensed purchases, I don't use a PR. So for the PO, I am using OS release group; same release strategy (OS) applies for my Contracts/SAs.
As material group is one of my characteristics in determining the release strategy, and multiple line items/material groups are allowed on a PR/PO, I have 'blank' as one of the available values.
Besides material group, plant is another characteristic that is common to both PR and PO release strategies.
Here is the issue....
In my old model, the plants would be using PRs for all purchases. There was no issue. But now I have a plant embracing the newer model of PR for raw materials and PO for directly expensed. The PR release strategy is fine. But the PO, referencing that same PR, should then not have any release strategy. And if the PO only has one material group, it does not. But the moment the PO has multiple line items with multiple material groups, a completely incorrect release strategy (for MRO directly expensed) gets triggered. As an diagnosis test, I proceeded to remove the blank value from all the (OS) MRO directly expensed PO release strategies in CL20N. Doing this, now that same PO correctly no longer has any release strategy assigned to it. But removing the blank value from the CT04 material group characteristic now means I can't create the directly expensed POs with multiple material groups -- as I now would have no release strategy assigned to it at all as a result.
Any idea of what can be going on?

to have release strategy for only directly created POs you can have document type as a char and use different document type for these POs. these appear as char value for the PO release.
i think if you have multiple material groups, to trigger a strategy, you need have a strategy with null value for this Material group characteristic
