We have a scenario where we have configured two step release strategy for contracts (purchasing document created using ME31K xns)
1st step release code is MA and 2nd step release code is MB.
If MA release code is not effected then system does not allow to do MB release in ME35K xns
However, if MB release code is active, SAP still allows to unrelease and save MA release code.
How can we stop this from happening.

pls double check your release prereq (MB should be ticked) and release satuses buttons (only MA-blocked, MA + MB-released).

Our settings are as follows:
Release pre-requisites -> MA - MB is blank;
MB - MA is ticked.
Release statuses -> MA & MB both blank - Not Released
MA ticked, MB blank - Not Released
MA ticked, MB ticked - Released.
We have a contract where MA & MB release has been done. However, in ME35K if we do unrelease MA then it is allowing users to unrelease the contract and both steps of release are getting removed.

It is an interesting requirement. I understand you are looking for pre-requisite for during release revoke process. Unfortunately i cannot think of a provision in SAP standard to cater it. Setting provided in release strategy sets "MA" as required condition for "MB" release so when "MA" revoked , that condition fails and "MB" is automatically revoked.
Generally in organizations Purchasing document release is assigned to responsible person and higher release is provided to higher authority. So person at MA level will not dare to revoke release before discussing it with MB authority.
But if it is required at your client , i am afraid you will have to resort to user exit in ME29N/ME28 to make check possible. Other method will be deselecting pre-reqisites check boxes completely , which will make MA and MB unrelated. But that also is not a desirable situation.
