How SAP EHS handling Packing Configuration and downloading government regulation data directly from SAP.

I did not understand completely your question. I try to answer the other way around.
EHS contains two main processes to import data. One is using the standard EHS IMport interface and the other one is "OCC"; a number of data providers exists (whcih uses OCC as the tool) to my knowledge which support you in uploading data in EH&S. Content can be as well dangerous goods data; I assume we are talking about "UN packing dangerous goods data"? Are we talking about this:

Yes your correct.
One of my customer is looking for EHS related regulatory data updated in SAP system by third party. (like IATA regulation packaging data) .
Please suggest suitable content providers and method of data integration like down load – upload or any other.
Also during configuration of DGM I need to cover requisite configuration to validate DG related data at the time of Shipping in SAP? How to..

I am sorry to say that there is no OSS consulting note available in which the DG customizing is explained. But if you check the "Best pratice" approach of SAP you will may be find helpful answers. Refer to: http://help.sap.com/bp-chem
If necessary try to explain the steps there you "struggle"
