Parsing error when upload XML in prog CRM_WEBREQ_EXTERN_WITH_UPLOAD

HI,

  i want to create offline webrequest so i use CRM_WEBREQ_EXTERN_WITH_UPLOAD and provide request catagory and than press f8 than it ask for xml file than i provide xml file in attachement but when i upload this it gives error Internal error when parsing an XML: unexpected end-of-file (1,1)

So please Help me i m in big problem

And one more thing is there any other process to get xml for a request catagory directly

I create the attached xml maunally

I am also facing same issue while trying to create SOA offline.
