what do you mean if you ask for "hazards"? Are you referring to IHS - Industrial Health and Safety or the new SAP solution EHSM? Becuase this is a great difference.
Your questions are to "general". E.g.:

as mentioned.
You need to describe you project scope better. On high level regarding PS you have as well: GLM, SVT etc.
Generally you need a basic set up in "BAsic Data" to start any EH&S project. Nearly any other EHS Subprocess is based on set up as done in "Basic Data".
Furtheron: regarding time estimation: here you have the same "issue". Without a clear of the scope of the project, size of the company etc. nobody can provide suitable numbers; the necesary IT skills can be described on high level. Based on experince the set up of "Basic data" is a project with a length of around 6 months. But this is the "duration" and not the effort involved in the project.
