I am not sure about this, but I think the only place you would be able to control this (if you can at all) is in the XML configuration files for the UWL. You should take a look at the View configuration, in particular the attribute actionPosition see this from the SAP Help Docs:

Hi Simon,
I tried playing with the 'actionPosition' parameter with no success.
No matter which value I set (top, bottom, both), the buttons stay in the same location.
I cleared the cache and opened new session after each change in the UWL configuration file.
Any ideas?
p.s
I'm using portal version 7.01 SP6.

A point to highlight here is be sure to perform a backup of the XML files. This will allow you to revert back changes if needed.
