GATP with Substitution x Product Allocation

Dear SAP Experts ,

I need your help.

My scenario is .....

I am using GATP with product substitution.

E.g

I have product substitution  where  A  >   B

Product    A                 B

Stock       0                 100

Quota      100              100

Check instructions :  First Check - Product Allocation

                               Second Check  - Product Availability

                               Activate RBA - Yes

The problem is .... when i create an sales order with 100 units, it is taking into account product A quota and product B stock.If i have no quota for A it is not confirming B even i have quota and stock for B. It is only looking for product A quota.

My expected result is , when i create an order for A and there is no stock for A , it consume quota and stock B .

Or if i have 30 stock for A ... It consume for product A 30 stock and 30 quota and for product B consume 70 quota and 70 stock.

Please I need your help .... it is very urgent ...
