I am not sure if I understand your demand/question correct but refer may be to:

Chapter: Changing Work Areas with Versioning
Working with change numbers allows you to change header data or data on "lower" level of a work area.
Therefore I believe the answer to your question might be: yes. By using the "versioning" (as. shown in the above example) you create a "split" in data record. To my knowledge the dates:
01/01/0001 and 31/12/9999 are the "min/maximum" dates. By using the versioning the administration data shoud be effected. I did not try to use change numbers in this context.

it is explained that the "valid from"/"valid to" are part of the administration data.
E.g. if you take a look here:

the header dates of a work area can be used as search criterias etc.

in SAP EH&S Change numbers can be used in many applications. This is something general.
If you take a look:

you will find that EH&s is well integrated in application:
Engineering Change Management (LO-ECH)
1.) you need to establish first a "Change Master Record" (refer to above mentioned link); you can define per day ! only one change master; there is no option to define it per "minute" etc.
2.) Refering to chapter: Maintaining Objects with Reference to a Change Number the use of the Master Record is explained
In
Chapter: Work Area => Changing Work Areas with Versioning
It i explained how to us the generated Change number to create a new version of the Work Area.
Pay attention: you need a good (not to say very good) understanding about the "Change numbers" and how to use them etc. It is not easy to understand how the "Change number" does have impact on the data and the potential use of the data. The same is true for any "end user" of th system; here you need on the top very good trainings etc. so that the people maintaining work area data do understand how they have to use the "Change Number" and what impact will happen if you use one Change number in maintenance on the data (and about what impact this cahnge number dsoe have on the "display" of the maintained data).
Pay attention: don't mix Change numbers with Change documents
