Simply put, since Sybase SQL Server 11.0.3.3 (with esd 6) for Linux was the last version of Sybase that could be used in production for FREE, where can people legally download it? I know that if you look you will find it for download on 3rd party sites but not at any Sybase or SAP site. AFAIK and IANAL, the license prohibited distribution via 3rd parties. (A certain version of SUSE Linux had 11.0.2 I think)
I wrote up HOWTO: Installing and running SAP / Sybase SQL Server 11.0.3.3 esd 6 on Ubuntu Linux using KVM hoping it would be useful for nonprofits, startups and other entities without any budget to use Sybase.

You can still use ASE Express Edition on Linux in production for free. It has a few limitations, but these may be okay for the target market you mentioned. You can download it using this link.

The limits on ASE Express Edition are 1 engine, 2 GB memory, and 5 GB disk space and no limitation on concurrent users. It certainly won't work for all small organizations, but it will serve a lot more than 1 to 3 developers (they should be using Developer Edition). I know some Parent-Teacher Associations that use Express Edition to handle signups for different programs, class directories, etc. I think it's a win for cash-strapped schools and other small groups.

Yeah, as far as tech support and engineering go, v11 was EOL'd many years ago. Note SQL Server 11.0x for Linux was never supported. ASE v11.9.2 was the first SQL Server / ASE to be supported on Linux.
I guess all that is needed is for some adventurous soul at Sybase to put the files back on http://www.sybase.com/detail?id=1009516 Specifically http://download.sybase.com/pub/ase1103_linux/ 😉 Whom would we have to contact to allow it to be redistributed?
I have the x86 versions but not the Alpha or *BSD versions so I could easily host the x86 files. I would just need permission
