Hi Evgeniy ,
On RHEL 6, CR2011 Services are not supported on any patch for 4.0. Please read PAM for SP05+
CR2013 is supported for RHEL6 on BI 4.1 SP01 RTM release.

Is this the only service on the CMS having this issue? If not, try restarting the entire SIA, to see if they all come up. I've noticed that sometimes the services don't always start up cleanly. Thus, they get into this funky state. A restart of the SIA normally clears this up.
If it doesn't, turn on (High) tracing on the service, attempt to the start the service up, and see what it says within it. This will give you a better understanding of what the issue is. As the log file that you've attached isn't pertinent enough to help you.
